Efor continues its international growth with a new agency in Dubai, United Arab Emirates

15/01/2026

Efor is expanding its international footprint with the opening of its regional headquarters in Dubai, marking a key strategic milestone in its commitment to support the transformation of the healthcare sector in the United Arab Emirates (UAE) and across the Gulf region.

Located at the heart of Dubai’s economic and technological dynamism, this new agency reflects Efor’s determination to contribute to the UAE Vision 2031: positioning the country as a global centre of excellence in healthcare and life sciences.

Supporting healthcare transformation

With more than 3,200 employees across 17 countries, Efor brings worldwide expertise to help pharmaceutical, biotechnology and medical device companies design, certify and industrialise safe, compliant healthcare solutions.

“Our presence in Dubai allows us to deliver all of Efor’s know‑how in support of the ambitious goals of Vision 2031. We aim to contribute to the country’s healthcare sovereignty, the digitalisation of care pathways and the development of tomorrow’s talent,” explains Maria Assaad, Efor’s Director of Middle East Development.

Global expertise, local needs

From its regional headquarters in Dubai, Efor offers a comprehensive range of services tailored to the specific needs of the healthcare sector in the Emirates:

Regulatory affairs and compliance: end‑to‑end support for product registration, market access and ongoing compliance with local authorities (MoHAP, DHA).

Industrial engineering and innovation: integration of digital, automated and AI‑driven solutions to optimise operations at production sites and healthcare facilities.

Qualification, validation and quality assurance: CQV services, internal audits and quality support, using agile models adapted to the Emirati market.

“The opening of our Dubai office is a natural step in our development and reflects our desire to be as close as possible to emerging healthcare ecosystems. Our ambition is to create genuine value for the region by combining our technical excellence with a deep understanding of the local context,” adds Julie Marion, Efor’s Chief Operating & Strategy Officer.

Dubai, gateway to the Gulf and Middle East

This new base gives Efor a strategic platform from which to support healthcare transformation in the Gulf Cooperation Council (GCC) countries and beyond. The aim is to build, by 2026, a multicultural team bringing together local talent and international experts from Europe, North America and Asia.

Partnerships with Emirati universities, hospitals and research centres are also planned to promote knowledge transfer and collaborative innovation.

“At Efor, collaboration is a powerful driver of progress. Around the world, our model is built on a lasting alliance between international expertise and strong local roots. This is how we work together to create shared, sustainable value,” concludes Mathieu Roger, Founder and President of the Efor Group.
